This position will direct the financial activities with multiple companies and cost centers using double entry
accrual accounting.
Essential Finance Management Job Functions of the Controller:
- Supervise day-to-day accounts payable, billing, accounts receivable, rep payee and payroll.
- Oversee month and year-end close processes, including maintenance of the general ledger and reconciliation of accounts.
- Controls the ledgers, billings, disbursements audits, balances, statements and reports for payroll, supplies, equipment, and services.
- Handles tax reporting requirements
- Prepares reports which summarize and forecast company business activity and financial position in areas of income, expenses, and earnings based on past. present, and expected operations.
- Originator of fiscal guidelines and policies to supplement the PA Department of Human Services and County guidelines.
- Initiator of decisions. commitments, and recommendations on fiscal matters.
- Advises on accounting technical matters to directors, managers, supervisors, fiscal and information systems personnel.
- Supervises the Senior Accountant, Payroll Accountant and Rep Payee Manager
- Functions as primary back up to all finance position duties when required
- Represents agency fiscal function at conferences, meetings, and seminars.
- Interacts with independent auditors and other work pertaining to audit as assigned.
- Promotes and adheres to the relevant elements of the compliance program and exercises objective judgment and decisive thinking in complying with, and in the application of, all organizational and program policies, practices and procedures including ethics, business practices. and compliance program elements.
- Complies with all applicable federal, state, local laws and regulations, policies and procedures and reports any concerns about compliance practices.
- Three (3) years as a Senior Accountant or
- Five (5) years professional accounting experience and a Bachelor of Arts or Bachelors of Science degree including fifteen (15) accounting credits and two (2) years of supervisory experience.
- Certified Public Accountant or Certified Management Accountant
- Not-for-profit accounting experience
- Office of Developmental Programs (ODP) and County billing experience
- Proficient with Microsoft Dynamics GP, Microsoft Office, ADP
