SUMMARY

This position reports directly to the Chief Program Office. The Director of Behavioral Health Services will be responsible for oversight of Mental Health supports and services to ensure compliance with regulatory and quality standards. This position requires high ethical standards and a reputation for honesty and credibility. Provides expert guidance to management and program teams regarding service delivery. Must possess excellent judgement with the ability to independently solve problems with little supervision. Good organizational skillsand experience in Excel and virtual meetings

ESSENTIAL DUTIES AND RESPONSIBILITIES - Other duties may be assigned.
  • Establishes the vision for an exemplary Mental Health program and creates a culture and initiatives that reinforce that vision.
  • Ensure programmatic excellence through program oversight and direction to mangers and team members.
  • Establish program goals and systems to achieve these goals.
  • Develop policy and procedures that promote program goals and regulatory compliance.
  • Ensures compliance with, and implementation of all program policies and procedures through the appropriate assignment of duties to department personnel.
  • Verify that resources are in place to achieve program goals and regulatory compliance.
  • Oversee programs to meet established standards in service provision.
  • Maintain documentation of program goals and activities
  • Develop and maintain open communication with regulatory and funding agencies to assure program goals are met.
  • Deliver and support employee training to promote employee development and compliance in related topics, policies, or procedures.
  • Provide assistance to internal and external partners to achieve program goals.
  • Prepare management reports regarding compliance operations and progress.
  • Monitor waiver compliance systems to ensure their effectiveness.
  • Keep informed regarding pending industry changes, trends, and best practices and assess the potential
impact of these changes on organizational processes.
  • Assure that all organization policies and procedures have been documented, have been
implemented, and effectively communicated.
  • Promotes and adheres to the relevant elements of the compliance program and exercises objective
judgment and decisive thinking in complying with, and in the application of, all organizational and

program policies, practices and procedures including ethics, business practices, and compliance program

elements.
  • Ensure systems comply with all applicable federal, state, local laws and regulations, policies and procedures and reports
any concerns about compliance practices.
  • Communicate all relevant information to appropriate staff and attend management meetings to provide support and clarification.
  • Attend committeesas assigned
SUPERVISORY RESPONSIBILITIES

This position provides supervisory support to the Incident Management Coordinator and Incident Manager.

Qualifications

EDUCATION and/or EXPERIENCE

Mental Health Professional* (Master's Degree required) with prior clinical and supervisory experience is required. Must have experience working with service participants with Behavioral Health Support needs. Must possess excellent communication skills, Policy development, Team Building and have experience in Microsoft Office Tools. Certification in field of study preferred.

*(Mental health professional-A person trained in a generally recognized clinical discipline, including, but not limited to, psychiatry, social work, psychology, nursing, rehabilitation, special education or activity therapies who has a graduate degree and clinical experience.)

CERTIFICATES, LICENSES, REGISTRATIONS

Valid Pennsylvania Driver's license with clean driving record for the past three (3) years. PA State Criminal Background Check, DHS FBI and Child Abuse Clearance.

WORK ENVIRONMENT

The employee works in an office environment with no exposure to adverse environmental conditions. This position will require travel to designated regional areas on a regular basis.
