Under broad guidance, the Project Management Information System Analyst is responsible for:
a. Maintaining expert level proficiency in the Unifier project management system. Ensuring internal and external users of this application have a support system is critical to Engineering Department Design and Construction daily activities. This position is solely responsible for program administrator as well as performing trouble shooting and program configuration. Proactively identify any system issues or bottle necks that would inhibit the Engineering Department’s management of the CIP as it grows substantially over time. Coordination with Engineering, IT, Finance, and Operations departments is a critical function of this position.
b. Serving as a technical expert for CIP budgeting. With general oversight from the Capital Program Manager, ensure that the CIP budgeting application is functioning properly and provide support to all users of the system. Perform quality assurance and quality control for all CIP data. Prepare the CIP budget documentation for presentation to the HRSD Commission.
c. Aligns enterprise project management application standards with those of other enterprise applications through coordination with the Business Analysts in support of the Business Intelligence Division mission.
d. Proactively meeting or exceeding internal and external customer needs by providing high quality work in a professional manner in accordance with HRSD initiatives and industry best practices
e. Meeting the Mission, Vision and Values of HRSD and the specific needs of the department as defined in the Engineering Department Mission Statement.
Education
Required: Bachelor’s degree in Business Administration, Accounting, IT, or related field
b. Experience
Required
a) Four years’ experience in program management application administration
b) Excellent computer skills using all MS Office products
c. Training Levels
Personnel are fully qualified at a Grade 7 with a Bachelor’s degree in Business Administration or Accounting or a related field and four years of relevant experience
a) Grade 7a - Completion of 3/4 of an appropriate Bachelor’s Degree & 3 years relevant experience
b) Grade 7b - Completion of 1/2 of an appropriate Bachelor’s Degree & 2 years relevant experience
c) Grade 7c - Completion of 1/4 of an appropriate Bachelor’s Degree & 1 years of appropriate experience
d) Grade 7d – Completion of a high school diploma and two years relevant experience
d. Job-specific Technical Competencies
1. Required
a) Current understanding of Engineering Design and Construction Guidelines and Procedures for managing capital projects.
b) General knowledge of best practices for capital project management.
c) Significant experience using MS Office (Expert level in Word and Excel; Proficiency level in Access and MS Project)
d) Effectively utilize HRSD specific software applications (e.g. Unifier, Hyperion, ERP)
e) Experience in Oracle Identity Manager and Oracle support
e. Special Licenses
Required
Valid driver’s license from state of residence
