GENERAL DESCRIPTION OF DUTIESThis is professional and technical work developing, testing, analyzing and maintaining software applications in support of the achievement of business requirements as a project team leader in coordination with their supervisor. This includes writing, coding, testing, and analyzing software programs, as well as creating reports, dashboards, and other applications for client and/or web-based solutions. These solutions are generally more complex and multi-layered. Other activities include research, design, documentation, analysis, and modification of software specifications throughout the production life cycle. Support of vendor supplied solutions is another major role of the position which requires coordination and collaboration with internal staff and vendor representatives, configuration of system parameters, scripting, report generation, and training of end-users.NOTE: The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position. Both are subject to change as the needs of the County and requirements of the job change.ESSENTIAL DUTIESCollaborate with team leader(s) or supervisor in conceptualizing and development of new software programs and applications. Analyze and assess existing business systems and procedures under direction of team leader(s) or supervisor. Assists in the definition, development, and documentation of software's business requirements, objectives, deliverables, and specifications on a project-by-project basis in collaboration with internal users and departments. Assist in defining software development project plans, including scoping, scheduling, and implementation. Research, identify, analyze, and fulfill requirements of all internal and external program users under direction of team leader(s) and/or supervisor.Under direction of team leader(s) and/or supervisor, conduct research on emerging application development software products, languages, and standards in support of procurement and development efforts. Under direction of team leader(s) and/or supervisor, collaborate with vendors for efficient implementation of new software products or systems and for resolution of any adaptation issues. Under direction of team leader(s) and/or supervisor, recommend, schedule, and perform software improvements and upgrades.Collaborate with network administrators, systems analysts, and software engineers to assist in resolving problems with software products or company software systems. Consistently write, translate, and code software programs, applications, and web pages of a complex nature according to specifications. Write/script code, configurations, reports and/or web pages to enhance functionality and/or performance of County applications as necessary. Design, run, and monitor software performance tests on new and existing programs for the purposes of correcting errors, isolating areas for improvement, and general debugging. Administer critical analysis of test results and deliver solutions to problem areas. Generate statistics, log project status, and/or write reports for management and/or team members on the status of the assignments. Develop and maintain user manuals and guidelines. Train end users to operate new or modified programs. Install software products for end users as directed by supervisor and in collaboration with the infrastructure team.OTHER IMPORTANT OR MARGINAL DUTIESNone.DIFFICULTYJudgment must be applied to resolve a wide range of technical issues. Technical supervision is required and expected.Supervision of OthersNone.INTERNAL AND EXTERNAL CUSTOMER CONTACTConsiderable internal customer contact that involves restoring operations and access to computer systems or files.EQUIPMENT AND TOOLS USEDPersonal computer, word processing software, spreadsheet software, database software; and specialized software are examples of equipment and tools used.WORK ENVIRONMENT AND PHYSICAL DEMANDSWork is mainly performed indoors. Physical demands include, but are not limited to, standing, walking, and sitting.KNOWLEDGE, SKILLS AND ABILITIESKnowledge of a variety of programming and scripting languages such as C#, VBScript, Visual Studio, VB.Net, ASP.Net, HTML, XML, Oracle Forms/Reports, JAVA, SQL, and Crystal Reports. Proficiency in full systems development life cycle experience developing applications in a three-tiered environment for complex applications that are multi-customer and/or multifunction based. Ability to install and configure middle-tier software. Knowledge of relational database and operating systems. Knowledge of Oracle and SQL for simple scripting and report generation on single table databases and/or under direction of DBA or supervisor and/or team leader. Knowledge of mobile applications for Android and apple solutions desired. Knowledge of current internet technologies. Ability to develop applications in a three-tiered environment by working in conjunction with supervisor and/or team leader. Oral and interpersonal communication skills. Ability to conduct research into software-related issues and products. Ability to work both independently and in a team-oriented, collaborative environment.MINIMUM QUALIFICATIONSRequires graduation from an accredited four year college or university with a Bachelor's degree in the field of Computer Science, IT Technology, Management Information Systems, Software Engineering or a related field and three years of related work experience; or an equivalent combination of training and experience.Necessary Special Requirements:Certifications in software development, VB. Net, ASP.Net, Oracle Forms/Reports, JAVA, SQL. Additional related work experience and/or current technical certifications may substitute for education on a year for year basis.All Leon County employees (regular full-time and part-time, OPS, and PRN) are required to work before, during and after a Declared Local State of Emergency (DLSOE).
